| 摘 要： | 从农药对人类健康的威胁、农药对生态环境的危害以及农药残留对农产品贸易的影响等3个方面分析了加强农药管理的必要性，并阐述了农药管理的涵义与要求。在此基础上，建立了农药管理能力和水平的综合评价指标体系，并运用层次分析法（AHP法）算出各层指标的权重。最后针对横向评价和纵向评价，分别给出了农药管理能力和水平单指标评价和综合评价的评价方法。

| Abstract: | In this article, the necessity of pesticide management is analyzed separately from the threat to human health by pesticide, the damage to the ecological environment by pesticide and the influence of pesticide residue on agricultural product trade. The mean- ing and the request about pesticide management are expounded. Based on this, the comprehensive evaluation index system of pesti- cide management ability and level are presented. Meanwhile, the index weights are confirmed with AHP-method. Finally, for the needs of longitudinal and horizontal evaluation, two methods are given for calculating pesticide management ability and level of single index and integration respectively. |
