| 摘 要： | 新疆生产建设兵团作为新疆维吾尔自治区的重要组成部分，是党、政、军、企合一的特殊组织，也是我国西部大开发、发展新丝绸之路的重要组成部分。就兵团机构编制管理现状、兵团机构编制管理法制化存在的问题以及加强机构编制管理法制化的主要途径和措施进行了总结和归纳，以期为兵团机构编制管理改革提供理论依据。

| Abstract: | As an important part of Xinjiang Uygur Autonomous Regions，Xinjiang Production and Construction Corps（XPCC）is a special organization that units the Party，government army and enterprise.Also it is an essential part of developing the west regions and the Silk Road.Current management situation，problems of staffing administration legalization and main ways of improving XPCC′s institution establishment were summarized and concluded to provide theoretical basis for reformation of XPCC′s institution establishment. |
