格化箐村社区共管示范项目成效调查研究

采用参与式乡村评估(PRA)调查方法,对2003年开展社区共管项目的格化箐村进行跟踪调查,通过对比分析项目实施前后以及该村与非项目村的差异,对项目成效进行评估.结果认为,社区共管示范项目对于缓解保护区与社区矛盾、改善村民生活质量、提高社区自我管理能力等方面起到了积极作用,但也产生一些问题和负面影响.提出了建立资源保护与经济发展的长效机制和将社区共管纳入地区发展规划等社区发展建议.

A Survey on the Effect Survey of the Demonstration Projects of Community Co-management in Gehuaqin Village

The participatory rural appraisal(PRA) was adopted in follow-up survey in Gehuaqin village where developed community co-management in 2003.The effect assessment was made through comparing the changes of the village before and after the project implementation and the differences between the village included in the project with those villages excluded from the project.The result revealed that the community co-management demonstration project played positive roles in relieving the conflict between the nature reserve and local communities,improving villagers' livelihood and self-management abilities of the community,meanwhile it also had some problems and negative impacts.Thus the paper proposed to establish a long-term mechanism for resource protection and economic development,and to bring community co-management into regional development plans.
