对推进城乡一体化政策工具选择的思考

在我国城乡一体化建设的背景下,针对城市化进程不同阶段的地区加快推进城乡一体化,提出了不同的政策工具选择:城市化初级阶段的地区主要采取城乡统一的制度安排———户籍管理、市场体系、公共服务、社会保障、土地经营、公共财政。城市化中级阶段的地区除要求城乡统一性制度安排外,还必须保证连接城乡的基础设施建设——交通基础设施、信息通信服务设施。城市化高级阶段的地区要求实行城乡统一的制度安排、连接城乡的基础设施和针对农村地区的干预性措施———特色产业、居住方式、文化方式。
