保障农民的基本权利是建构和谐社会的关键

农村改革之所以取得举世瞩目的成就,归根结底是广大农民的基本权利逐步得到确立和保障的结果。而目前农民基本权利的享有及行使遇到了很多发人深省的问题,这些问题集中表现在农民的生命权、财产权得不到保障,农民受到不公正的制度性歧视,农民的基层民主权利受到侵犯。农民享有及行使权利的现状不利于中国社会的正常运行和健康和谐发展。
