基于城乡统筹的重庆农村土地整治创新研究

利用文献资料法、定性分析法、归纳分析法,在回顾重庆农村土地整治发展的基础上,找出其存在的问题,提出城乡统筹背景下农村土地整治创新的政策建议,为进一步规范农村土地整治运行提供参考。研究结果表明:现行农村土地整治中还存在以下主要问题:统筹协调机制尚不健全,责任机制尚未真正建立;前期工作滞后,后期评价机制和工程管护机制缺失;资金投入力度不足,预算标准偏低;农民意愿重视不够,公众参与度不高。提成了城乡统筹下重庆农村土地整治创新的途径:完善农村土地整治法律法规;结合户籍制度改革,因地制宜实施整治;探索建立后评价机制和后续工程管护机制;创新融资机制,统筹安排资金;结合土地流转,实现产业化运作;加强宣传报道,搭建整治平台。

Innovative research on reclamation and readjustment of rural land based on urban and rural coordination in Chongqing

The research purposes of this paper are to review the development of Chongqing rural land reclamation and readjustment,find out the problems and put forward the innovative policy proposals to further regulate the operation of rural land remediation to provide a reference.Methods employed are documentation,qualitative analysis,inductive analysis.The results indicate that Chongqing tightly around the urban and rural coordination,ecological barrier construction and poverty alleviation to carry out land reclamation and readjustment.There are still the following main issues: co-ordination mechanism is not perfect,accountability mechanisms are not yet established;preliminary work is delayed,post-evaluation mechanism and engineering management and protection mechanism are missing;capital investment is insufficient,the budget standards are too low;the wishes of farmers is not enough attention,public participation is not high.The innovative ways of rural land reclamation and readjustment under the urban and rural background are to improve the laws and regulations;combined with the household registration system reform,to adjust measures by local conditions;explore the establishment of evaluation mechanisms and follow-up project management and protection mechanism;innovate financing mechanisms to co-ordinate arrangements for funding;with land transfer to achieve industrial operation;strengthen media coverage and build remediation platform.
