| 摘 要： | 保护和改善生态环境，除科学技术外，政策将起到重要的作用。辽宁西北地区生态问题的产生和发展有其自然、社会、经济原因。解决这些问题需从重视植被的生态效益、依靠科技进步、划定生态功能分区、增加投入、完善法律法规等方面入手。

| Abstract: | In addition to science and technology,the policy plays an important role in protection and improvement of ecological environment.The origin and development of eco-environmental issues in northwest area in Liaoning Province are the results of nature,community and economy.To settle the issues need to attach importance to ecological benefits and subarea of ecological function with methods and principles of multisubject as well as perfection of the law and rules. |
