| 摘 要： | 黄土高原地区以水土保持为主体的生态环境建设 ,对促进西部大开发和全国生态环境建设有着极其重要的作用。要坚持统一规划 ,综合治理 ;解决黄土高原地区 2 0 0 0多万非农业人口的粮食问题 ,应着眼于区外调运 ,而 70 0 0万农业人口的粮食问题应立足于就地解决 ;实施水土保持造林种草 ,要做到适地适树 (草 )、搞好造林整地和组织管理。
