| 摘 要： | 传统的村级管理体制在村民自治的背景下仍然顽强地发挥作用，村级组织承担了大量与其经济实力不相称的任务，从而大大加重了村级负债。构建民主的科学的村级管理体制，必须将村民自治的制度性变革进行到底。

| Abstract: | The traditional system of village management system still carry on its function on the background of the village self-management. The village has undertaken a large amount of tasks,which is unequal to its economic strength. Thus it aggravates the village's debt greatly. Establishing democratic and scientific village management system must carry on the reform of the village self-management system thorough. |
