探讨新时期贫困地区农民增收的难点与对策——以新疆南疆3地州为例

贫困地区的农民增收问题，一直以来都是社会关注的焦点。进入21世纪，中国社会经济发生了很大变化，新农村的建设、现代农业的提出、城市和乡村统筹发展的方略等都为农民增收提供了机会和可能。但贫困地区农民增收却遇到了前所未有的困难，要解决农民增收问题必须跳出原有的思路框架，在国家政策引导和支持下，突出解决贫困地区制约经济发展的“短板”，从国家、社会和个人3方面综合治理和创造农民增收的环境和条件。以新疆南疆3地州为例，在分析农民增收难现状的基础上，提出了相应的对策和建议，为贫困地区农民增收出谋划策，与同仁们商榷，以引起社会广泛的关心和支持。
