Various causes of China's fishery resources decline and their combined solution

The marine fishery production of China has been the first place in the world for 12 years,but there have arisen economical and biological over-fishing since 1990's.By using the Fault Tree Analysis,we can learn there are many reasons for China's fishery resources decline.So the existing preventative measures which based on solve a particular issue maybe a "Symptoms Solution" rather than a "Fundamental Solution".Making the comprehensive and the essential factors into consideration,the paper puts forward a "Combined Solution" to the problem and expects to seek a reliable and sustainable development way for China's fishery economy.
