流域水资源生态补偿标准初探——以官厅水库流域为例

摘    要:生态补偿标准的确定是生态补偿机制建立的重点和难点,研究以官厅水库流域上游的河北省张家口市部分地区和下游的北京为例,初步探讨了流域水资源生态补偿标准,目的是将张家口地区为保持官厅水库水资源的质量所做的贡献用货币的形式加以量化。研究应用影子工程法、市场价值法等环境经济学的方法,计算了流域生态补偿标准中包含的上游地区在控制农业面源污染、林地的建设与维护、污水处理厂运行等方面的投入,研究了上游地区林地发挥的涵养水源、减少水库泥沙淤泥等生态服务的价值,得出了流域下游的北京市应承担的生态补偿费用,即官厅水库下游的北京市应每年支付5.9亿元给上游的张家口市,可以增加稳定优质的水资源约1.5×109m3,减少上游地区直接排入河流的污水约1.02×109m3。
