Some Thoughts on Revising the Supplementary Quarantine System

The historical evolution of the supplementary quarantine system since 1985 was summarized in the paper.Then the effect of“bad money drove out the good”caused by the system;the general requirements of the supplementary quarantine system that didn't conform with administrative permit,the occurrence of which depended on the application;the adverse impact of supplementary quarantine on the compulsory quarantine system as well as the malpractice of the supplementary quarantine system in terms of scientificity and feasibility were analyzed respectively from the perspectives of economic and social development,administrative jurisprudence,implementation effectiveness as well as capability and operability.At last,some suggestions were proposed including canceling or optimizing the system,increasing legal publicity and supervision,strengthening the construction of isolation and bio-security facilities,and improving the level of animal quarantine informatization.
