| 摘 要： | 通过采用现场勘查、闪电定位和雷达监测等多种资料，对宁夏石嘴山市2011年“8．21”雷击事故进行了调查分析。在综合统计分析的基础上，主要采用定量分析和假设计算的方法，详细推算并推断证实了由于雷电跨步电压致人员伤亡是主要原因．进而简要阐述了此次事故产生的主观、客观及社会综合因素，指出了目前群众防雷认识中存在的误区和隐患，提出了针对社会公众和公众场所建（构）筑物的防灾减灾措施。

| Abstract: | Through the use of on-site investigation, lightning location and monitoring data of radar,the lightning accidents of Shizuishan City in August 21%, 2011 were investigated and analyzed. On the basis of analysis on the comprehensive statistics, by using the method of quantitative analysis and assumptions for the calculation, fully confirmed due to lightning step voltage causing casualties was the main reason. And briefly expounded the accident of the subjective, objective and comprehensive social factors. Then, the corresponding measures for disaster prevention and reduction were put forword. |
