基于委托-代理模型的中国城市土地集约利用的分析

从信息经济学的角度出发,综合论述了我国城市土地集约利用的概念、存在问题,并以道德风险理论阐明我国城市土地集约利用管理中出现问题的原因;最后针对我国城市土地集约利用中的地方政府与中央政府的委托-代理关系,应用联合确定利润基数法设计城市土地集约利用目标使地方政府自觉消除不对称信息,从而实现中央政府城市土地集约利用的目标。

Analysis of Intensive Urban Land Use in China Based on Principal-agent Model

This paper synthetically discussed the concept and the existing problems of the intensive urban land use in cities of China from the perspective of the information economy,and illustrated the reason for problems which occurred in the management with the theory of moral risk.Finally,in the light of the relationship of principal-agent——between the local authorities and the central government——in the intensive land use,the paper designed the goal of intensive land use of cities by means of profit-based method,thus eliminating the asymmetric information of the local government,and realizing the ultimate goal of intensive urban land use of the central government.
