兵团农牧团场小型农田水利工程建设与思考

小型农田水利建设是农业发展的最基础的条件，是实施农业可持续发展的关键，同时面对恶劣的自然灾害，特别是2008年新疆出现的大面积干旱，健全的农田水利建设体系和完善的管理措施，将很大程度上缓解自然灾害给人民群众生活带来的不便，减少农业生产的损失。管护好工程，使其发挥应有的效益，是保障人民的正常生产和生活的关键。本文分析了农四师七十一团小型农田水利工程的建设现状，指出了存在的问题和制约因素，提出了发展对策和措施。
