南水北调对丹江口库区可持续发展的影响研究

丹江口水库是国家决定“十五”期间开工建设的南水北调中线工程水源地 ,担负向京、津及华北地区供水任务 ;加高水库大坝是提高汉江中下游防洪标准和保证调水水量的重要条件。河南省淅川县丹江口库区初期工程移民 2 0 .2万人 ,后期工程将移民 1 4.3万人 ;由于初期工程移民缺乏科学论证和合理规划 ,存在国家投资少、安置标准低、环境容量差等问题 ,致使移民贫困问题长期难以解决。后期工程库区处理进行科学规划 ,合理确定环境容量 ,做好移民外迁安置 ,不仅可以安置好后期工程移民 ,也可以妥善解决初期工程移民遗留问题 ,使库区经济建设和生态环境达到良性循环

Effects of Increasing Height of Danjiangkou Reservoir Dam to Economy Sustainable Development of Ambient Areas

The Project of water diversion from south to north via middle course will be constructed in the 10th five year period. Danjiangkou reservoir reconstruction is a very important factor to guarantee enough diverted water amount. In early stage of Dnajiangkou reservoir reconstruction, immigrant amount in Henan province is about 202 thousands. Because of there are many problems in immigrant resettlement, such as non sufficient national investment, low compensation standard and limited environment capacity, many immigrants have to been living in poor condition for a long time. In late stage of the reconstruction, immigrant amount in Henan province will be about 142 thousands. In order to avoid the old problems, it is necessary to make a scientific plan to resettle the immigrants and to promote economical development and ecological construction in the ambient areas.
