| 摘 要： | 政府的作用是企业集群成长的助推器和保障。市场经济条件下，政府在企业集群中发挥作用的基本依据是市场的失灵。本文在阐述目前青岛市农业企业集群成长政府作用现状的基础上，分析了青岛市农业企业集群成长中的政府作用缺失的问题，最后，结合青岛市农业企业集群成长的地域特色和政府作用缺失问题，提出了进一步促进青岛市农业企业集群成长的政府作用对策。

| Abstract: | The Government＇s public policy is the catalyst and security for the growth of enterprises cluster. Qingdao Government has played an active role in promoting agricultural enterprise cluster growth. On the basis of describing current status of development of agricultural industrialization and growth of agricultural enterprises clusters in Qingdao City, this paper analyzes the government＇s role in agricultural enterprises cluster growth and points out the problems of government function in growth of agricultural enterprises cluster. Finally, suggests several government＇s countermeasures which promote the growth of agricultural enterprises cluster further in Qingdao City, taking into the regional characteristics and location distribution. |
