论疫情防控与改善农村人居环境

广大农村是预防和应对突发公共卫生事件的重要场所。2020年新春伊始爆发的新型冠状病毒肺炎疫情考验着农村人居环境整治的成效,也反映出农村环境治理能力存在的短板与弱项。本文围绕当前我国农村人居环境整治中存在的资源分散、技术推广使用不足、资金缺口大、农民主体缺位等问题,提出应以此次新冠肺炎疫情防控为切入点,倡导统筹推进、分类施策,数字赋能、技术支撑,拓宽渠道、多元投入,建管并重、常态长效,村民主体、共同参与。

Study on Improvement of Rural Living Environment Under the Background of COVID-19 Prevention and Control

The rural areas are important places to prevent and respond to public health emergencies.The outbreak of COVID-19 epidemic at the beginning of the new spring in 2020 has tested the effectiveness of rural living environment improvement,and has revealed the shortcomings and weaknesses of rural environmental governance capacity.Focusing on the problems existing in the current improvement of rural living environment in China,such as resource dispersion,insufficient use of technology promotion,large fund gap and absence of farmers,this article puts forward that the prevention and control of the outbreak of COVID-19 should be taken as the starting point,with measures like coordinated planning and promotion,classified measures,digital empowerment,technical support,broaden channels,diversified input,equal emphasis on construction and management,normal and long-term effect,villages as the main body to participate in the construction of rural areas.
