美国濒危物种进出口管理工作

美国依据《濒危野生动植物国际贸易公约》和国内一系列有关法律对濒危物种进出口实行严格管理。作者介绍了美国的管理经验。建议我国进一步完善管理法规、严格管理程序、健全管理机构、加强口岸管理和重视重要经济、药用动物及制品的进出口管理。

Import and Export Administration of Endangered Species in USA

The United States of America implements strict administration on import and export of endangered species on the basis of the International Trade Convention about endangered animals and vegetation, and according to a series of related laws. The administrative organization is set up in Fish aqd Wildlife Bureau, Ministry of Inferior. There are 19 departments under the Bureau. Those related to the implementation of theConvention are Administration Dept, Science Dept, and Dept of Law Execution. The work is clearly divided, and responsibility coordinated. 9 ports for animal, and 14 for vegetation import and export are appointed overthe whole country. and tight supervision procedures have been drawn up.In light of the States' experience, the author suggests to further perfect administration laws in China. to set strict supervision procedures, and toestablish perfect administration organization. The import and export administration of animals with important.economic value and medical usage, as well as their products should be strengthened.
