| 摘 要： | 屯垦制度是新疆生产建设兵团履行国家屯垦戍边使命的根本保障,制度绩效与边疆的安全稳定息息相关。本文以屯垦戍边为目的的社会主义市场经济条件下屯垦制度任务为出发点,从有效实现戍边政治使命、屯垦制度与市场经济的融合,对屯垦制度绩效进行综合评价。提出了完善屯垦制度、有效发展屯垦事业、更好地实现屯垦戍边使命的制度创新思路。
