摘    要:文章分析了甘肃省人力资源现状及存在的问题,提出了甘肃省人力资源开发的措施。以营造良好的人力资源开发环境为突破口,充分发挥政府、企事业单位和个人的作用,稳定本省人力资源,引进省外人力资源,发展教育,与就业和创业相结合,完善人力资源统计评估制度。

Abstract:Human resources in Cansu Province are featured by relatively low quality of people,small quantity of talents,ab- sence of high-level talents,uneven distribution and unreasonable structure.The backward development of human resources is caus- ed by undeveloped economy,unsatisfactory remuneration and low input,as well as immature business-starting environment,public facilities and human resources mechanism.Based on overall enhancement of people's quality,acceleration of the market-oriented process and creation of sound environment for human resources development,the development of human resources in Cransu prov- ince should bring into full play the role of government,enterprises,institutions and individuals; maintain the resources in the prov- ince while introduce resources from other provinces; combine the development of education with employment and business-star- ting;and improve the statistics and evaluation system for human resources.
