| 摘 要： | 自2004年以来,中国小麦生产稳步发展,消费平稳增加,供需平衡有余,价格逐步提高,小麦产业总体呈健康发展态势.分析了中国小麦产业发展现状特点及未来发展潜力,对近年来小麦生产扶持、市场调控以及进出口等方面政策效果进行了梳理和评估,提出了今后发展的调控目标及政策建议.认为必须坚持立足国内基本自给、进口调剂为辅的方针,加强中低产田改造,建设高标准粮田,加大科研投入,加强优良品种及适用技术研发推广,以提高小麦单产为主攻方向,提高小麦生产能力,促进小麦产业持续健康发展.
