加强林业防灾减灾作用的政策保障机制的探讨

由于人类各种不合理的行为超越了自然的极限 ,破坏了人类赖以生存的生态环境。 1998年夏季我国长江流域及福建闽江流域发生的特大洪灾 ,反映了改善生态环境的日益严峻性和迫切性。林业作为陆地生态系统的主体 ,对国民经济的发展起重要的屏障和保护作用。笔者就如何加强林业的防灾减灾作用 ,从政策保障机制方面提出相应的建议和对策。

Approaching the Policy Guarantee Mechanism of Intensifying the Forestry Role in the Natural Calamity Prevention and Reduction

The ecological environment,which the human survival relies on,was damaged because various irrational behavior of the human race overstepped the natural limit.The extraordinarily serious flood which occurred in the Changjiang River valley,China and in the Minjiang River valley,Fujian in the summer of 1998 reflected the more and more severity and urgency of improving the ecological environment.Forestry,as the main part of the terrestrial ecosystem,plays the important barrier and protection roles in the development of national economy.The authors put forward the corresponding proposals and countermeasures in the respect of policy guarantee mechanism for how to intensify the forestry role in the natural calamity prevention and reduction.
