林业科研院所数字档案馆建设对策研究

随着信息化时代的到来,档案工作从传统的纸质档案向电子档案转变,从全人工操作向计算机自动化转变,这对档案信息的收集、保存、利用都提出了新的挑战。数字档案馆正是建立在信息化技术普遍应用的基础上,通过采用先进的科学的信息化手段,实现档案数据的管理与利用,从而实现资源共享。林业科研院所在长期发展中,形成大量科研发展历史档案和科学技术档案,对林业发展和生态文明建设起到重要的信息支撑作用。但由于林业科研院所存在档案数据化意识低、信息化水平低、人才缺乏等问题,数字档案馆建设一直未提上日程。为了适应现代科技发展的需要,林业科研院所需要加快数字档案馆建设进程,从基础设施投入、信息化建设、规范化管理、人才培养、安全保障等多方面入手,充分发挥林业科技档案的价值。

Research on the Construction of Digital Archives in Forestry Research Institutes

With the coming of the information age,the archives work has changed from the traditional paper archives to the electronic archives,from the full manual operation to the computer automation,which has put forward new challenges to the collection,preservation and utilization of the archives information.Digital archives is built on the basis of the general application of information technology,through the use of advanced scientific information means,to achieve the management and utilization of archives data,so as to achieve resource sharing.In the long-term development of forestry research institutes,a large number of scientific research and development historical files and scientific and technological files have been formed,which play an important information supporting role in forestry development and ecological civilization construction.However,due to the problems of low awareness of file data,low level of information and lack of talents,the construction of digital archives has not been put on the agenda.In order to meet the needs of the development of modern science and technology,forestry research institutes need to speed up the construction process of digital archives,and give full play to the value of forestry science and technology archives from the aspects of infrastructure investment,information construction,standardized management,personnel training,security and other aspects.
