宁夏科研机构投入与产出研究

科研机构是一个国家和地区科技创新体系中不可或缺的重要组成部分，它作为科技活动的源头和基地，既是科学原理、自然规律的探索者，也是将科技转化为现实生产力的中坚力量，对科研机构科技投入产出效率开展分析具有重大意义。该文运用统计和运筹方法对宁夏科研机构的投入产出进行分析，发现宁夏科研机构科技活动投入增长缓慢，产出不及2009年前。建议政府加大投入力度，鼓励机构组建研发团队，建设创新平台，激发机构的科研活力。

On Input and Output of Scientific Research Institutions in Ningxia

Scientific research institution is an important part of science and technology innovation system of a country and area. As the bases and sources of scientific activities, research institution is not only the explorer of nature laws and scientific principles, but also the backbone for trans- ferring science and technology into practical productive forces, which is of great significance for analyzing input and output efficiency. By using statistic and operation method, the input and output of scientific research institutions in Ningxia were analyzed, it was found that the input of scientific activities grow slowly and the output is less than that before 2009. The government should strengthen investment, encourage institutions to set up research and development groups, establish platforms and motivate institutions＇ scientific research activity.
