退耕还林中的权益配置及产业结构调整——浅谈退耕还林(草)试点中的问题与对策

综述了退耕还林试点中的问题，并在深入分析权益机制的基础上提出对策，政策引导+市场机制+科技支撑+农民意愿，合理配置退耕还林中的权益，调动方方面面的积极性，尊重群众的首创精神，创新生态补偿制度、创新林权和农林地制度、创新经营模式、创新退耕还林营林模式，进行产业结构调整，培育区域特色经济。

The Adjustment of Rights-Interests and Industrial Structure in Returning Cropland to Forestland--Problems and Countermeasures

The problems existed in the trial of returning cropland to forestland were reviewed.On the basis of analyzing the achievement of rights interests,some countermeasures were proposed,i.e.policy guiding,market oriented mechanism,scientific and technological support,and mobilizing the masses.It is necessary to distribute reasonably the rights interests in the process of returning cropland to forestland,bring into play the initiative of all the people,reform the ecological compensation system and the forest ownership and land ownership systems,create the new pattern of management and the new pattern of returning cropland to forestland,adjust the industrial structure and develop the economics with distinctive regional characters.
