构建新型流浪儿童救助体系研究

年来，流浪儿童已经成为越来越突出的社会问题，据国家民政部门的官方统计，目前我国约有15 万人次的流浪儿童。他们的大量存在对国家、社会、家庭及本人会带来严重危害，亟待成为政府和社会关注和救助的焦点。本文通过对现有救助体系的缺陷的分析基础上，从救助的供给主体、供给措施以及相应的法律和社会环境的角度提出了构建比较完善的流浪儿童救助体系的初步构想。

Constructing a New Pattern of Waif Relief System

In recent years, waifs have become a more and more outstanding social concern in China. The statistics provided by the National Civil Affairs Department show hat there are about 150,000 waifs in our country at present. The existence of such a large number of waifs will bring about a lot of problems to the government, the society, the families as well as themselves, as makes it urgent to make them as the focus of government and social relief. Based on the analysis of the limitations of the present relief system, the paper puts forward a preliminary idea about how to construct a comparatively perfect waif relief system from the perspectives of the succors, the assistance measures adopted, the relating laws and social conditions.
