安徽农村社会保障地方性立法探析

安徽省农村社会保障工作正在持续稳定发展，但是农村社会保障的地方性立法工作尚处于探索阶段，存在很多问题。文章就安徽省农村社会保障立法作出必要性和可行性分析，对构建和完善我省农村社保的立法工作提出了建议，认为应采取统一立法模式，确立“全覆盖”、“低水平”、“与社会经济发展相适应”和“社会保障一体化”原则，做到科学立法，程序公开公正。并在立法中注意做好农村社会保障的城乡衔接、地区衔接和新老衔接工作，关注特殊群体的社会保障问题以及强化解决农村社会保障纠纷的救济立法。

Several Problems on Local Legislation of Rural Social Security in Anhui Province

The social security work in villages and towns of Anhui province is developing sustainedly and stably, but the local legislation is still in exploration stage. The paper analyses the necessity and practicability of the rural social security legislation and puts forward some suggestions on unified legislation and establishing the principle of full coverage, low standard, and adapting to the socio- economic development and social security integration. Scientific legislation and open and fair legislative process are also necessary. In addition, in the legislation process the issues about how to coordinate the social security between the urban and rural areas, between different areas and between old and new subjects should also be taken into account, and close attention should be given to special groups and the relief legislation should be strengthened.
