| 摘 要： | 退耕还林工程在青海省尖扎县的实施,使该县森林覆盖率提高,水土流失状况得到有效遏制,产业结构得到优化,生态环境有所改善。但是,也同时出现了林牧矛盾突出,农民经济收入下降等问题。分析认为,退耕还林生态建设只有与解决农牧民温饱、增收和农牧区能源问题及农牧区剩余劳力安置、牲畜舍饲圈养等相结合,才能得到顺利实施和巩固。

| Abstract: | The implementation of converting the land for forest or grass in Jianzha Qinghai made the cover rate of forest or grass are increased,soil and water erosion is controlled,and structures of industry are optimized,ecology environment is improved in some degree.But we found some problems such as conflicts between forestry and graze,income of farmers and herdsman are decreased and so on.After analyzed we fund that the project will be implemented smoothly only combined with people's real benefits,overcome the problem of farmers such as without enough eat and wear,short,of sources of energy and obtain employment of surplus labors in farm or pasture area,and income increase,livestock raising in feedlot and so on, |
