宁夏盐池县土地资源可持续利用探讨

宁夏盐池县土地利用中耕地、草地多，林地少，农业用地占绝对重要地位．土地资源面临最大的问题是不断增长的荒漠化趋势，生态环境逐渐恶化．此外，还有耕地、草原土地产出低，经济效益差等问题．针对盐池县土地利用存在的问题，提出了以荒漠化土地综合整治为中心，全面推进生态恢复与重建；强化土地管理，健全管理体制；优化土地利用结构，实施集约化经营，稳步提高土地生产力和经济效益；提高人口素质，提高农业科技贡献水平和推广能力建设，大力发展特色产业，培育新的经济增长点等对策措施．

Discussion on Sustainable Utilization of Land Resources in Yanchi County of Ningxia

The analysis results show that Yanchi County is the typical area of ecologically vulnerable environment in central region of Ningxia. The analysis proved that its main characteristics of land utilization patterns are abundant farm and grassland resources, but lower woodland proportions. The greatest land proportion is agricultural land. The biggest problem with land utilization in Yanchi is the annual increasing rate of desertification and eco-environment becoming more seriously gradually. Moreover, the produce of farm and grassland is comparatively lower, and the economic benefit is poor and founds for land use is seriously insufficient. Based on the problems with land utilization in Yanchi County, applying sustainable ideas and theories for environment, resources, population, social, economic development, the author proposed some counter-measures that comprehensive preventing and control desert land should be as key task for ecological resume and reconstruct, and governments should strengthen the manage of land and reform the manage system. The structure of land utilization should be optimized through executing intensive farming, and the productive forces and economic benefit should be increased steadily. At the same time, the level of agricultural science and technology and the educational situation of local people should be improved. The government should devote much effort to developing distinctive industry and foster a new point for increasing economy..
