节水型社会的内涵及评价指标体系研究初探

Study on the Connotation and Evaluation Index System of Water Saving and Conservation Society

Water saving and conservation are the premise and key to achieve the optimized redistribution and sustainable utilization of water resources. The development strategy of water resources in China in the 21st century is to strengthen the management of water resources, raise the utilization ratio of water, and achieve the social and economic development modes of water saving and conservation. It is an important content of water resources management to develop the society of water saving and conservation. In this paper, the index system of the society of water saving and conservation is developed based on fully understanding its connotation, considering the imbalanced status of the regional and watershed social and economic development, referencing both the international and domestic advanced technology of water saving and conservation, and following the scientific, practical and simple principles. Which can provide the basis for promoting the quantitative theoretical study and the concrete implementation, is advantageous for summarizing the status, characteristics, superiorities, coordination degrees and disadvantages of regional water resources and social and economic development, and for settling the existing problems in management, exploitation and utilization of water resources.
