| 摘 要： | 基本农田作为最重要的生产资料 ,在国民经济建设中具有非常重要的地位 ,是社会稳定的重要物质基础。笔者通过对湖南省基本农田保护与利用现状及存在问题的分析 ,提出了 4点加强基本农田保护与建设的对策措施。
