| 摘 要： | 本文针对退耕还林示范县咸丰县的实际情况提出了退耕还林对象、任务、指导方针与保障措施。作者认为以科技为先导 ,结构调整为重点 ,立体开发为主线 ,生态—经济—社会发展为目标 ,坚持改革 ,加强组织领导是完成坡耕地水土流失治理的关键。

| Abstract: | In this article, object, task, guideline and guarantee measures of converting the land for forestry had been put forward, started from practical situation faced with one of this kind of demonstrative county-Xianfeng county. The authors think the key for completing water and soil loss control in slope arable land is dependent on innovation and organizational leadership under guidance of science and technology as pioneer, structural regulation as emphasis, stereo development as main line and ecological-economic-social development as target. |
