| Abstract: | The small-scale water conservancy projects, hailed as ＂small projects but large benevolent rule projects＂, is an important guaran- tee for improving agricultural production capacity and increasing farmers＇ income. This article carries out in-depth analysis and research of the main problems i irrigation and water conservancy in Biyang County, and expounds the details based on the assessment of the economic, so- cial, ecological and environmental impact. It uses examples to prove that the state＇ s investment in small-scale water conservancy projects is a great measure to benefit the nation and the people. |
