| 摘 要： | 从研究腐败问题对基层服务型政府塑造的影响着手,分析了基层政府反腐倡廉工作的障碍,提出了基层反腐败与基层服务型政府塑造的有效路径：（1）反腐倡廉科学化的制度创新;（2）反腐倡廉科学化的文化建设。

| Abstract: | Based on research of the influence of corruption on building of grass-roots service-type government,the barriers against anti-corruption and building a clean government at grass-roots are analyzed.Accordingly the effective approaches of anti-corruption and building a service-type government at grass-roots are proposed as follows.（1） Innovation of the scientific system for anti-corruption and building a clean government.（2） Culture construction for scientific anti-corruption and building a clean government.k of the Opposing Corruption and Advocating Honesty scientific.and to realize the source management and science prevention of corruption in constructing public service-oriented governments. |
