我国的农村城镇化建设作为我国特殊的城市化阶段,其主要目标是要解决农村剩余劳动力转移、就业、社会保障和产业发展问题,而不是单纯地解决城市建设问题。也就是说要跳出“三农”的圈子寻求解决“三农”问题的出路,改变目前的二元经济结构局面,从根本上解决农民增收问题。
