减轻闽江流域洪涝灾害对策的探讨

摘    要:根据闽江流域洪涝灾害成因及区域经济可持续发展的要求,提出加强水利防洪工程建设;建立高效完善的生物防御体系;调整各土地利用比重;启动天然林保护工程,建立森林生态效益补偿基金制度;变革不合理营林措施,倡导林业科学经营;加大执法力度,防止工程侵蚀进一步扩大;扩大宣传,提高民众防洪减灾意识;加强洪涝灾害科学研究等防洪减灾的对策。同时指出防洪减灾是一个复杂的系统工程,应逐步建立多维防洪减灾体系,以减轻洪涝灾害,从而为闽江流域区域经济的可持续发展提供保障。

Abstract:According to the causes of flood and waterlogging calamities in the Minjiang River valley and to the demands of regional economic sustainable development,this paper puts forward the following countermeasures of preventing flood and reducing calamities:intensifying the water conservancy flood-control engineering construction;setting up the highly effective and perfect biological defensive system;adjusting various land utilization proportion;starting the natural forest protection engineering and setting up the compensation fund system for forest ecological benefits;changing the irrational silvicultural measures and initiating the forestry scientific management;amplifying the law anforcement dynamics to prevent the engineering erosion from further enlargement;expanding the law propagation to raise the masses'consciousness of preventing flood and reducing calamities;and strengthening the scientific research on flood and waterlogging calamities.
