全媒体时代重庆市公共图书馆开展信息无障碍服务的困境和应对策略

随着信息社会的发展,信息弱势群体即在信息资源的配置、获取上处于弱势的人群逐渐成为重要的社会问题。在全媒体信息时代中,公共图书馆不仅面临着财政经费薄弱、专业人员缺失和制度保障不足的现实困难,还面临着社会效益低下、核心竞争力减弱和法制建设滞后的深层矛盾。为保障信息弱势群体的信息获取和接受权益,重庆图书馆通过建设物理环境、整合文献信息资源、开展协同化服务等措施,构建多角度、全覆盖、可持续的信息无障碍服务体系,从根本上满足各类信息弱势群体的信息需求。

Study on Chongqing Public Libraries' Dilemma and Coping Strategy of Information Accessibility Service in Omnimedia Environment

With the development of information society, information vulnerable groups who exist in the weak position in the allocation and obtaining of information resources become an important social problem and cause extensive attention. In the omnimedia era, Public libraries not only are faced with the practical difficulties of weak financial funds, professional shortage and system flaws, but also are confronted with the deep-seated contradictions of social inefficiency, weakened core competitiveness and library legislation retardation. In order to ensure the information vulnerable groups’ information accessibility rights, Chongqing public libraries should establish the multi-angle, full-coverage and sustainable system of information accessibility service and satisfy fundamentally the information needs of the vulnerable groups from the aspects of constructing barrier-free environment, integrating document information resources and carrying out collaborative service to meet fundamentally their information needs.
