全国高标准农田建设情况与发展策略

全面梳理了“十二五”以来全国高标准农田建设情况，并根据不同时期高标准农田建设组织实施特点，将10年来高标准农田建设工作划分为3个阶段，总结了每个阶段全国31省（自治区、直辖市）（新疆含新疆生产建设兵团）的高标准农田建设概况，包括该阶段高标准农田建设的主要特点、高标准农田任务完成情况、高标准农田建设具体建设成效。最后，针对今后高标准农田建设存在的主要问题和所面临的挑战，提出了抓好顶层制度设计、创新投融资机制、强化重点流程管理等建议。

Situation and Countermeasures of Well?facilitated Farmland in China

Finally， in view of the major problems and the challenges faced by well-facilitated farmland construction in the coming period， the paper put forward suggestions such as paying attention to top level system design， innovating investment and financing mechanism， strengthened key process management， etc..
