| 摘 要： | 通过对林纸一体化建设项目的分析，证明林纸一体化建设项目环境影响评价既涉及工业污染环境影响评价又涉及生态环境影响评价，是一项复杂的环境系统评价。指出该项目与国家产业政策的符合性、选址布局的合理性，并提出原料林基地的生态评价、清洁生产水平评价以及环境风险评价是林纸一体化建设项目环境影响评价的重点。

| Abstract: | This paper aimed to analyze the forestry-paper integration project and point out that environment impact assessment for forestry-paper integration project content involves industrial pollution and ecological environmental impact assessment,which is a complex environmental system assessment.Then the essay put forward that the emphasis of environment impact assessment for forestry-paper integration project including the conformance between the project and national industrial policies,the rationality of location and layout,ecological evaluation on material forest base ground,cleaner production level evaluation and environmental risk assessment. |
