农用地转用生态价值评估体系

摘    要:引用中国科学院在青藏高原生态价值评估研究中构建的生态指标作为估算农用地转用生态价值的生态指标,在对农田主要作物进一步细分的基础上引入了平衡城市化进程系数作为控制城市化进程速度和加大政策调控力度的因素,重新构建了农用地转用生态价值评估模型.相对以前的评估模型,此模型考虑的生态影响因素更为全面,且能提高政府生态保护力度,评估结果更加准确,从而操作性更强.

Abstract:The ecological influence indices were set up based on the CAS’ecological influence indices,which was created by the research on evaluating the ecological compensation value of Qinghai-Tibet plateau.Based on the further classification of major economic crop and creating balance urbanization process coefficient as a factor controlling the speed of urbanization,a new farmland ecological compensation value evaluation model was designed.Relative to the previous assessment model,this model considered more comprehensive ecological factors,could enhance government efforts in ecological protection,and could make assessment accurate and operational.
