中国牧区第三产业发展的探讨

我国牧区多处陆地边疆和少数民族聚居区,近年来草地严重退化、沙化和盐碱化,超载过牧严重;水资源日益短缺;采矿采药加剧生态恶化.牧区生态产业为研究和解决我国牧区面临的生态环境退化与经济发展迟滞并存这一重大现实问题,探索把保护生态环境与加快经济发展有机结合起来的牧区可持续发展道路提供了新的视角和思路.牧区生态产业分为牧区生态牧业、牧区生态工业、牧区生态服务业.我国牧区交通通讯不便,科教文卫落后,牧区生态服务业(第三产业)需求巨大,牧区生态服务业将成为推动牧区经济和社会发展的主动力.应该采取科教推动、旅游带动、商贸促进、交通拉动、文化推进等策略加快牧区服务业(第三产业)的发展,提高我国牧区的三产化水平,争取早日建成现代化的牧区.

The most pastureland of our country is lie in border area and minority communal area.Recent years,the prairie is degenerated,desertificated and salinizated so badly,the herd is overloaded seriously.The water resource is lacking day by day.Mining and gathering medicine herbs made ecology even worse.The pastureland ecology industry provides a new angle of view and thought for studying and solving the vital realistic problem that our country pastureland faces that ecological environment degeneration and the economical development lagging coexist in pastureland,and explore the path of sustainable development that combine the pastureland ecological environment protecting and speed up the economy development of pastureland.The pastureland ecology industry is consisted of the pastureland ecology husbandry,the pastureland ecology industry and pastureland ecology service industry.In our country pastureland,transportation and communication are inconvenient,science,education,culture and sanitation are disadvantageous,so need more ecology service industry(the tertiary industry),and the ecology service industry will become the main motivated power to push the pastureland economy and society development ahead.Those measures such as science and technology education impelling,traveling impetus,business trade promoting,transportation hoisting,cultural advancement should be taken to boost the development of service industry(the tertiary industry) in pastureland,and then improve the tertiary industrialization of pastureland of our country,in order to completing modernized pastureland as soon as possible.
