| 摘 要： | 要有效地推进城乡协调发展,缩小城乡差距,有必要从理论层面对统筹城乡发展加以思考.西方经济学中市场失灵与政府失灵的理论可以解释城乡发展失衡的起因,而城乡发展失衡的主要表现为存在"二元经济"结构.解决城乡发展失衡需要从正确处理平衡增长和非平衡增长关系着手,依靠福利经学中的帕累托改进和卡尔多-希克斯改进等标准加以衡量.

| Abstract: | In order to push on coordination development in urban and rural areas and s hort their differ-ence,it's necessary to provide some theories on making overall plans for the economic development in urban and rural areas.The failure of market and government arouse the problem o f unbalance development between urban and rural areas,and there exis ts in an economic structure of dual so cieties.The problem could be solved by correctly coordinating the relation between balance and unbalance development,and can be evaluated by the welfare criteria---Pareto improvement &Kaldo -Hicks im provement. |
