| 摘 要： | 按照十六大报告和十六届三中全会《决定》精神，研究和实践城乡统筹的科学发展观，必须把握城乡统筹的本质内涵和实践要求，即必须坚持城乡全面、协调发展、平等发展、非均衡协调发展、可持续发展，同时政府要坚持“两手”结合的调控原则，这是推进城乡统筹发展的根本保证。 |
