民营水保的出现昭示着今后水土保持改革发展的重要方向,经营方式主要有租赁承包、返租倒包、股份合作、买断和公司 农户等。土地利用类型主要有种植、种养加、旅游和综合型等。存在的主要问题是发展不平衡、资金扶持渠道不畅、政策难到位和侵犯利益现象时有发生等,其对策是:政策配套,规范管理;确认产权,保障权益;大力扶持,强化服务;抓大放小,以大带小。

Management and Present Situation of Soil and Water Conservation Organized by Local People

The emergence of soil and water conservation projects run by local people signals a new trend in the development of such activities. Operational arrangements include lease and contract, shif-lease, joint-share, monopolized management and cooperation between companies and households. Farming, animal husbandry, peripheral production and integrated exploitation are representative styles of land utilization.
