广西森林资源与生态状况监测体系建设构想

摘    要:阐述广西森林资源与生态状况监测取得的监测体系不断完善,监测指标内容日益丰富,调查和监测机构队伍不断壮大,监测技术和设备不断改善,监测成果产出和应用广泛等成就;针对监测体系中存在的监测周期长、指标不完善,系统未整合优化、效率不高,专项监测和评估有待完善,定位观测及网络建设有待加强,仪器设备缺乏、监测手段落后,人才缺乏、软硬件设备不足等问题;从总体思路、建设目标、监测指标、监测体系组成等方面提出了广西森林资源与生态状况监测体系建设的初步构想和组织管理、经费投入、联动机制、人才队伍、科技创新等方面的保障措施。

Abstract:The monitoring system of forest resources and ecological status in Guangxi was improved with enriched monitoring indicators,growing investigation and monitoring institutions,improved monitoring technology and equipment and widely used monitoring results.In view of the problems existing in the monitoring system,such as long monitoring cycle,imperfect indicators,incomplete system integration and optimization,low efficiency,imperfect special monitoring,positioning observation and network construction,lack of instruments,backward monitoring means,deficient talents,software and hardware equipment,this paper put forward the preliminary conception on the construction of the monitoring system of forest resources and ecological status and the guarantee measures of organization and management,funds input,linkage mechanism,talent team and scientific and technological innovation from the aspects of overall thinking,construction objectives,monitoring indicators,and monitoring system composition.
