宝兴县经济社会发展战略研究

宝兴县是我省不发达山区,以农业为主,其他行业缺乏活力,阻碍了农业的发展,而农业又限制了整个县的发展。本文提出,应该承认本地需要有一个整体发展。这就是说需要建设、改进和维护公共设施(特别是能使本地区打破孤立状态的)、公共服务业以及开拓其他行业,诸如交通(即使仅仅只有较方便的通路)、工业、手工业、旅游业和林业等。农业仍然是重要的。地方政府应该致力于稳定农业生产并增加食品供应的可靠性。宝兴县的农业具有两种功能:为地方农业生产作出贡献的经济功能和保护自然环境的社会功能。作者强调对农民提供职业训练、信息和技术及经济咨询服务的重要性。

A PRELIMINARY STUDY OF THE SOOIAL AND ECONOMIC DEVELOPMENT STRATEGY OF BAOXING COUNTY, SICHUAN PROVINCE

Baoxing county is an underdeveloped mountain area of sichuan province, where agriculture forms the dominant sector and is held back by the lack of vitality of other sectors, thus restraining the regional development. This paper suggests that the need for integrated rural development in the area concerned be acknowledged. This development consists of the establishment, improvement, and maintenance of community facilities and public services, and of the expaesion of various trades, such as transportation, industry, handicrafts, tourism and forestry. Agriculture continues to be important. Regional government should be endeavouring to stabilize the agricultural production and to increase the relialoility of food supply. In Baoxing county agriculture has a twofold function: the económic function of contributing to local agricultural prOduction, and the social function of enhancing the natural environment. The paper emphasiizes the importance that ought to be attached to vocational training, imformation and technical and economical advisory services for farmers.
