广西"租地造林"对相关利益主体的影响分析

随着我国林浆纸一体化的发展和速生丰产林工程的推进,国际造纸业巨头在广西等西南省份竞相租地种植桉树等短轮伐期速生树种,引起了对生态影响的争议和相应的经济、社会问题。在林业税费减免、林木价格上涨及租地成本低廉的情况下,纯租地模式为外商投资方带来高额的经济利益,成本利润率高达199%,每公顷净年值达到3000多元。由于处境不同,国有大林场、中小林场和农户对出租林地持不同态度,中小林场面临资金、纠纷等难题,农户也无法分享该模式下更多长远利益。针对上述问题,本文提出了相关建议。

Analysis of Effect on Related Interest Groups of Land-rent for Forestation in Guangxi Province

With the development of the integrated of forest-paper and fast-wood plantation in china,international paper enterprises poured into Guangxi and other south-west areas to plant short rotation of eucalyptus,which cause the dispute of eucalyptuses' ecological effect and related economic and social problems.The decreasing rate of taxes and fees,the higher prices of woods as well as lower rents incented foreign investors to take land-rent model to pursue higher economic benefits.The cost benefit ratio(CBR) can be 199%,and net annual value(NAV)is even more than 3000 yuan/hm2.Due to deferent status large national forest farms,medium and small-sized forest farms and farmers' attitudes are distinctly different.Medium and small-sized enterprises are involved in fund problem and disputes,and farmers share little long-term benefits from the land-rent model.Based on these problems the paper gives some advice.
