发展乡村旅游与转移农业剩余劳动力新选择研究

有效转移农业剩余劳动力是中国农村经济发展过程中不可回避的问题。通过分析中国劳动力转移现状,指出现状不利于统筹城乡经济、社会发展,形成平等、和谐的城乡关系以及建立全面小康社会。提出21世纪新选择:发展乡村旅游,合理利用资源,提高中国乡镇企业吸纳劳动力的能力。最后提出一些建议:加强3个战略转型,实现一个转移。3个转型即农业供给结构转型、农民思想观念转型和农村劳动力素质转型,一个转移是农业剩余劳动力转移。

Studies on Developing the Rural Tourism and the New Selection of Transferring the Agricultural Surplus Labor

It is an inevitable problem that we must transfer the agricultural surplus labor effectively. The paper analyzes the present situation of the labor''s transfer and points out that the present situation goes against coordinating development of economy and society in both urban and rural areas, forming an equal and harmonious relationship between the city and the country and building a well-off society. Based on the analyses, we advance a new way that is to develop the rural tourism in the new century, which can help us to use the recourses effectively, to improve the ability to attract the surplus labor in the Township Enterprises of China. In the end, the paper puts forward some suggestions: to strengthen the "three transformations" and to realize "a transfer". Three strategic transformations are the transformation of the agricultural supply structure, of the peasants'' conception and of the labor''s qualities. A transfer is the transfer of the agricultural surplus labor.
